Court Name/Organization: Foreign Intelligence Surveillance Court

Overview of the Position: The U.S. Foreign Intelligence Surveillance Court is seeking a qualified candidate for the position of Director of Information Technology. Reporting to the Clerk of Court, this position has broad and overarching information technology responsibilities. The incumbent will be responsible for the overall administration and security of classified and unclassified information technology and telephone systems, monitoring and maintaining hardware and software, ensuring integration and performance of all components, and maintaining the security and integrity of all systems, including passwords, virus protection, and backup. The incumbent will also be responsible for the administration of courtroom technology including audio, video, court reporting, and computer presentation systems. The incumbent will develop and implement technology policies and advise on technology spending, aligning technology with the strategic planning process. The Director of Information Technology will ensure that the Courts entire information and telecommunications systems function reliably and securely. Serving as the sole point of contact and technology expert for the staff, the incumbent will be responsible for day-to-day operations, support, and security for all Court information technology. The Director of Information Technology will work closely with the Clerk and the Presiding Judge of the Court in designing, implementing, and maintaining up-to-date, sophisticated information technology systems for the Court. This position is not eligible for remote work and will require occasional travel within the local area.

Qualifications

A Top Secret/SCI clearance is required for this position. Preference will be given to those with a current, active security clearance.

Required Education and Experience: The successful candidate must possess a bachelors degree from an accredited college or university in information technology or a field closely related to the subject matter of the position.

To qualify for the JSP-13, the candidate must possess a minimum of two years of specialized experience.

To qualify for the JSP-14, the candidate must possess a minimum of three years of specialized experience.

To qualify for the JSP-15, the candidate must possess a minimum of four years of specialized experience.

Specialized Experience includes:

  • Progressively responsible substantive information technology and telecommunications experience, preferably in a court or classified environment. Must be knowledgeable about the handling of classified material and the security of information technology and telephone systems.
  • Knowledge of the Federal Information Security Modernization Act, related NIST standards, and other security regulations and laws.
  • Knowledge of Windows Operating Systems, both Server and Desktop installations, operation, maintenance, and upgrade. Knowledge of Office 365 and Outlook.
  • Outstanding organizational and interpersonal skills and excellent oral and written communication skills; strong analytical and project management skills.
  • Exceptional customer service skills and the ability to work in a team-oriented environment are required.
